Includes acts passed by the General Assembly of the State of Tennessee from 1792 to 1809. The earliest records refer to the Territory of the United States of America South of the River Ohio. Acts passed by the territorial legislature include, in September 1794, "Chap. XIII. An act for establishing Knoxville, on the north bank of Holston, and immediately below the second creek that runs into Holston on the north side, below the mouth of French Broad river, and for appointing commissioners for the regulation thereof." An act approved by William Blount, Governor, dated July 11, 1795, provided "for the enumeration of the inhabitants of the Territory of the United States of America south of the river Ohio." This census was conducted as a step toward statehood.
Also included in the proceedings is "Chap. VIII, An act for the establishment of Blount College, in the vicinity of Knoxville." Blount College would become the University of Tennessee. Also included is "Chap. XIX, An act to establish a College in Greene county... known by the name of the Greeneville College." This institution which would become Tusculum University.
