Notice to tenants required before city water shut-off

Abstract: The Ninth Circuit Court of Appeals held that the tenants had been deprived of a property interest protected by the Fourteenth Amedment because the failure to notify them prevented them from suing the landlord for injunctive relief prior to the service being terminated.
