MTAS was asked several questions pertaining to the effect of the motion adopted by the board of mayor and aldermen to lay a measure on the table.

A survey of selected cities regarding the offering of the supplemental bridge benefit for retiring public safety employees (T.C.A. 8-36-211). Questions also cover participation in the Tennessee Consolidated Retirement System (TCRS) and mandatory retirement ages for public safety employees.

MTAS was asked whether the city can pay the legal fees and court costs of an employee who was placed on pretrial diversion for misuse of city funds.

MTAS Legal Consultant Elisha Hodge responded to a question regarding a Tennessee city loaning money to the Industrial Review Board.

MTAS advised of legal requirement that city residents not bear the expense of service to outside customers and the legal duty to charge higher rate to the utility, if the costs are greater to provide such water service to the utility district.

MTAS recommends that every city in Tennessee maintain its personnel records in a central location and that such records be under the custodianship of a trained employee or employees, depending on the size of the city.

This city's Board cannot take away any power granted to the mayor through the charter but can enact new ordinances to take away powers previously granted to the mayor.

MTAS was asked whether a certain building within the city was legally constructed, and if the answer was no, what legal remedies were available to the city.
