Director IT Operations

CLASSIFICATION SUMMARY: Incumbents in this classification direct the IT Operations Division of the Department of Information Technology. Responsible for the planning and oversight of the managers and staff that create and maintain the City’s network infrastructure, server systems, the IT Help Desk, and telecommunications systems. Supervises other managers/supervisors. Works under general supervision. 

SERIES LEVEL: This is a stand-alone position.

Manages staff to include prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment and making hiring, termination and disciplinary recommendations. 

Manages the day-to-day activities of applicable division sections which includes planning, coordinating, administering and evaluating programs, projects, processes, procedures, systems and standards; ensuring compliance with federal, state and local laws, regulations, codes and/or standards; coordinating activities between multiple service areas and working to integrate and coordinate service areas. 

Assists and advises the CIO on matters pertaining to strategic and action plans for IT networks, telecommunications networks, IT change management, IT Help Desk Operations, IT operations policies, and procedures. 

Communicates and collaborates with internal departments, external consultants, vendors, external agencies, regulatory officials and/or other interested parties to coordinate work activities, exchange information and resolve problems. 

Work with internal departments to determine and set service levels and service level agreements for regular IT operations. Ensure service levels are met. 

Participates in forecasting, preparing and administering IT operations division budgets, project budgets and assists the CIO with annual budgeting; prepares cost estimates for budget recommendations; submits justifications for budget items; monitors and controls expenditures and manages financial operations. 

Maintains division inventory of IT assets-equipment, tools, parts and supplies; determines need for new tools and equipment; receives and approves purchase requests and initiates orders for new/replacement items. 

Acts on behalf of the Chief Information Officer in his/her absence. 

Uses, carries and answers their cell phone for business purposes as determined by the assigned job duties and the department head. 

Must meet regular attendance requirements. 

Must be able to maintain good interpersonal relationships with staff, co-workers, managers, and citizens.

MINIMUM QUALIFICATIONS: Bachelor's Degree in Computer Science, Computer Networking, Information Systems with IT Networking concentration, or Business with IT/IS Networking concentration or equivalent required. Masters Degree in Information Systems, Networking, Computer Science or Business with IT concentration preferred. Three to five years previous experience in planning and fiscal budgeting required as well as five to seven years creating and managing complex computer and telecommunications network plans, devising and managing IT helpdesk and other regular computer system and service operations and employee management. 

All employees must maintain Tennessee residency from the date of hire.

Director Intelligent Cities

CLASSIFICATION SUMMARY: This position will report directly to the Chief Information Officer and work collaboratively with other divisions of DTS (security, infrastructure, and PMO) as well as state, county and local entities. The potential incumbent will lead a team made up of traffic operations crew workers and electricians, transportation/mobility focused project managers, traffic signal design specialists, and engineers. 

The Director Intelligent Cities position will include researching, analyzing, and implementing a broad range of transportation, public safety and mobility projects. This will require a strong ability to collaborate with vendors, manage multi-year budgets, make impactful decisions, enable emerging technologies, take ownership of all transportation operations and work in tandem with other city departments and outside city government entities. 

SERIES LEVEL: The Director Intelligent Cities is a stand-alone position.

Leads the delivery of all intelligent transportation projects for Chattanooga. 

Offers innovative approaches to future city ambitions by developing innovative transportation master plans and processes based on global trends but considering local contexts and demands. 

Creates an innovation roadmap that reviews, evaluates, implements, and prioritizes advanced transportation projects. 

Identifies and prioritizes Intelligent City projects based on their potential impact on the city and its residents, feasibility, and cost-effectiveness. 

Run the Chattanooga Smart Community Collaborative under the direction of the co-leaders, CIO of the City of Chattanooga, and the CEO of The Enterprise Center. 

Leads technology innovation with a focus on understanding and evaluating industry trends, collaborating with industry technology leaders, and recommending new intelligent transportation opportunities and strategies. 

Lead the Intelligent Cities grant finding, grant proposal, and grant execution process for the City of Chattanooga. 

Oversees the preparation and evaluation of specifications, scopes of work and requests for proposals for new processes, equipment, and services. 

Oversee the development and deployment of Intelligent City technologies in order to ensure the interoperability, scalability, and security of the technologies. 

Collaborate with city departments, technology vendors, academic institutions, and community stakeholders to implement intelligent city initiatives. 

Represents the City, Department, and Division at a variety of internal and/or external meetings, public events, training sessions, and committees and/or other related events in order to receive and/or convey information.

MINIMUM QUALIFICATIONS: Bachelor's degree in Engineering, Computer Science, Urban Planning, or a related field and ten (10) years of experience or an equivalent combination of work experience. Master's degree preferred. 

LICENSING AND CERTIFICATIONS: International Municipal Signal Association certified preferably. 

KNOWLEDGE AND SKILLS: Knowledge of managerial principles; intelligent cities, information technology, municipal traffic engineering, and operations principles and practices; budgeting, contracting, and vendor management; public administration principles; stakeholder engagement and coalition building; system interconnectivity via fiber optics, computer driven traffic monitoring cameras, LidAR functionality, and advanced transportation management systems; managing federal grants; strategizing federal and/or state funding; entrepreneurial or intrapreneurial experience, intelligent city technologies, trends, and best practices; technology leadership (including technology acquisition and deployment at scale), project management, and strategic planning; preparing and analyzing statistical data; planning, procurement, deployment, contracting, budgeting, and support of technology solutions; applicable Federal, State and Local laws, ordinances, codes rules, regulations, policies and procedures; construction principles; prioritizing and assigning work to a diverse team. 

Skill in communication, interpersonal, and collaboration skills; delivering speeches, talks, and participating on panels in front of sizable audiences successfully and regularly; speaking with journalists and other communication professionals for the purpose of being the subject matter expert to support news articles, professional papers, overviews of the City’s projects, plans, and outcomes; using a computer and related software applications; coordinating activities with other internal departments and/or external organizations; managing projects; developing and implementing program goals and objectives; coordinating activities with multiple interested parties; performing mathematical and statistical calculations; analyzing and interpreting a variety of data and information; preparing a variety of reports; interpreting and applying applicable laws, ordinances, codes, rules, regulations, policies and procedures; developing and monitoring budgets. developing and implementing policies, procedures and operating strategies; strong presentation skills.
