The best way for cities to affect health insurance cost favorably is to do a better job managing their existing programs and using all of the resources available.
For many Tennessee cities, there is concern about the ability to manage health insurance costs. For the most part, they receive health insurance from a large established carrier or the state of Tennessee health pool, where individual city management strategies may be counter to their rules and procedures. A few of the larger cities have programs that are fully or partially self funded. It is imperative that cities contracting with insurance companies for health coverage seek to involve themselves with carriers that are receptive to changes that may well mean reduced health insurance costs.
