Term limitations movement in U.S. cities

The municipal term-limits phenomenon, while a permutation of the state and federal movements, exhibits certain unique characteristics. With its momentum showing no signs of slowing, however, the experience of communities that have recently adopted limits holds lessons for elected officials in cities considering similar initiatives.
