Abstract: The main target of the brass gangs is Golden State Water Company, which delivers quality reliable water to more than one million people in over 80 communities throughout California, including Los Angeles County. Millions of dollars and hundreds of hydrants are big numbers, but the risk to public safety from these thefts could be catastrophic.
