MTAS offers rate study services for water/wastewater systems and natural gas utility systems. For water/ wastewater utility systems, we offer two plans - a simple or basic plan and a complex or detailed plan.  In the Simple/Basic Plan, costs to the customer will not exceed $1,500 and in the Complex/Detailed Plan costs will not exceed $3,000.  For natural gas systems, we only offer one plan and the costs in this plan will not exceed $3,000.  If a water/wastewater rate study is requested, the consultant should work with city officials to determine which plan best accomplishes the city’s needs.   Letter of Agreement (LOA) templates can be found @ MTASShare/Rate Study.

To request a utility rate study, the customer should complete the appropriate LOA and the Mayor (or other responsible person) should sign and forward a scanned copy or mail a hard copy to MTAS (contact and address is shown on the LOA). 

MTAS will process the contract through the UT proper channels. Then the fully executed contract will be returned to the city with a copy sent to the consultant.

Consultants should record work in the MTAS project record database.  When the work has been completed, the consultant should notify Sherri Brown via email of the number of hours of work logged to the project.  Sherri will then prepare an invoice and send it to the city.
