Non-exempt employees who are eligible to take the test must submit a proposal to their supervisor that includes a detailed plan, timeline, and when they intend to take the test.  Currently, exam preparation classes exist in Knoxville.  For those employees not in the Knoxville area, the employee will determine if there are any applicable classes in their area and whether they can take them.  The IAAP does offer some online study classes.  This proposal should then be approved by their supervisor and the Executive Director.  The costs of the exam preparation classes will be paid by the agency one time.  The employee must submit receipts or invoices to the agency Business Manager to process the payment.  IPS will pay the CAP test sponsor (IAAP) for an employee to take the test one time.  Failure to pass the test will require the employee to personally pay for taking the test any additional times, should they so choose.  Upon completion and passing of the test, the employee is eligible for a nine percent increase in their pay as per state law.

The Institute for Public Service will purchase four sets of the books as recommended by the IAAP and will keep one set in Knoxville (MTAS Library), one set for LEIC, and two sets in Nashville (CTAS/MTAS and CIS).  Employees may check out the books as needed for review and/or studying. Agency Executive Directors should put procedures in place to adequately track and maintain the books. 

Employees should check with the Employment and Organizational Development Office or through the IPS HR Manager to ensure that their current position is eligible for the nine percent increase per state law.  IPS will not pay for, nor reimburse, costs related to re-certification testing of the CAP. 

Employees who benefit from the CAP assistance from IPS and achieve the nine percent pay increase are encouraged to support an IPS Professional Development Fund (to be established) that will support professional development for non-exempt employees in the future.
