At the end of its first half-century, the Municipal Technical Advisory Service has developed into a state-of-the-art consulting service. From its birth by a 1949 Public Act of the General Assembly, the Municipal Technical Advisory Service, or MTAS, has responded tirelessly to the changing needs of Tennessee’s 349 cities, providing to those municipalities several diverse categories of aid and support (Parkinson, R. 1999).
