School system transfer study for the city of Manchester
The city of Manchester Board of Mayor and Aldermen requested that MTAS study and provide a report on the legal and financial implications of a transfer of their school system to the Coffee county government. This study fulfills that request and provides relevant state statutes for such a transfer. Any decisions made regarding a transfer should first be thoroughly discussed with the city attorney. This report is divided into six sections: I. Basic Information -- II. Tennessee Law -- III. Referendum and Consolidation -- IV. Finance -- V. Conclusion.
Attitudes and beliefs toward continued or actual hiring and employment of senior citizens in selected Tennessee cities
The purpose of this study was to explore attitudes and beliefs toward continued or actual hiring and employment of senior citizens among 32 different cities in the state of Tennessee with a population higher than 20,000. A survey was sent out to each municipal Human Resources Director to discuss special programs targeted at recruiting retirees to the municipal workforce in their cities.
Sample ordinance to adopt Loretto personnel policy
The City of Loretto requested assistance from MTAS to prepare a new updated personnel policy. John Grubbs, MTAS Human Resources Consultant, prepared a draft personnel policy for consideration and adoption by the governing body.
To properly adopt the new updated personnel policy and repeal the prior policy as well as conflicting provisions in the City’s municipal code, a draft ordinance was prepared by Chuck Downham, MTAS Municipal Management Consultant. The draft ordinance provided for the repeal of the prior personnel policy, repeal of provisions of the municipal code conflicting with the new updated personnel policy, and the adoption of the new updated personnel policy. The sample ordinance provided may be utilized by consultants in the preparation of a draft ordinance to adopt a new personnel policy.
