Tennessee municipal police department staffing and workload analysis toolkit

 

Introduction

Historically, many agencies have relied on simplistic and often unapplicable comparisons such as national or state ratios of officers to population, response time, crime rate increments or other non-specific measures of manpower or resource allocation needs. The purpose of MTAS's Tennessee Municipal Police Department Staffing and Workload Analysis Toolkit is to provide a comprehensive guide on conducting a workforce self-assessment or staffing analysis, specifically tailored for incorporation into the municipal budget planning and allocation process. 

This staffing study methodology will not provide absolute officer staffing requirements, however, the cumulative criteria used in this analysis will help to inform decision makers on current staffing realities and future planning options. Results of this staffing analysis will provide insight into current workload, training, resource allocation, and level of service.
