Sample ordinance to adopt Loretto personnel policy
The City of Loretto requested assistance from MTAS to prepare a new updated personnel policy. John Grubbs, MTAS Human Resources Consultant, prepared a draft personnel policy for consideration and adoption by the governing body.
To properly adopt the new updated personnel policy and repeal the prior policy as well as conflicting provisions in the City’s municipal code, a draft ordinance was prepared by Chuck Downham, MTAS Municipal Management Consultant. The draft ordinance provided for the repeal of the prior personnel policy, repeal of provisions of the municipal code conflicting with the new updated personnel policy, and the adoption of the new updated personnel policy. The sample ordinance provided may be utilized by consultants in the preparation of a draft ordinance to adopt a new personnel policy.

MTAS was asked whether a county can assess a city for E911 support, beyond the local telephone service charge provided for in the Emergency Communications District Law.
The nonresident voter provision contained in a city manager commission general law charter must have been adopted by the city by 2/3 vote when the population fell within the stated bracket, which the city now exceeds.
