Legality of applying charter residency requirement retroactively

MTAS was asked whether a residency requirement for certain officers added to the charter is enforceable against persons employed by the city before it was adopted, whether it may be enforced now 3 years later, and whether this constitutes "cause" for dismissal as required for these positions.
