For the most part, they receive health insurance from a large established carrier or the state of Tennessee health pool, where individual city management strategies may be counter to their rules and procedures. A few of the larger cities have programs that are fully or partially self funded. It is imperative that cities contracting with insurance companies for health coverage seek to involve themselves with carriers that are receptive to changes that may well mean reduced health insurance costs.
