This report outlines the results and findings of the assessment measures conducted for the position of Fire Training Officer. The assessment process was developed and facilitated by the University of Tennessee Municipal Technical Advisory Service (UT MTAS) Fire Management Consultant Donald Pannell and CTAS Emergency/Fire Management Consultant Marc Alley. The assessment process was held on April 8, 2024, at the Pigeon Forge Municipal Center located at 3229 Rena Street in Pigeon Forge, Tennessee. 

Twenty-seven cities were asked questions about pay in lieu of vacation policies, vacation accrual policies, cash payment of unused sick leave at retirement,

Congress provided federal legal enforcement for equal employment in the Civil Rights Act of 1964, with strengthening amendments added in 1972. Unlawful discrimination in the employment process also is enforced through the Age Discrimination in Employment Act and the Americans with Disabilities Act.

MTAS was asked who may legally issue a search or arrest warrant.

Personnel policies related to use of city-owned telephones and vehicles.

MTAS was asked whether the city is entitled to a hotel-motel tax from the residents of motels who rent their motel rooms by the week or other period.

MTAS was asked whether a city could give low income property owners reduced solid waste collection fees.

Cities were asked for police department budgets and the total budgets for the city.

MTAS was asked whether the city manager may appoint a member of the board of commissioners to the position of police officer in the city.

MTAS was asked several questions related to the duties of the mayor and vice mayor.
