Code of ethics violation and conflict of interest with regard to council member voting to hire spouse

A mayor reached out to their MTAS management consultant about a member of the town's board voting to hire her husband as the town's new Police Chief and urging other board members to vote for him as well. MTAS responded with details about how this is a conflict of interest per the town's ethics policy.
