Johnson City City Manager Pete Peterson requested The University of Tennessee Municipal Technical Advisory Service (MTAS) to study the feasibility of combining several development related departments and divisions into a new department. Interviews were conducted with City Manager Pete Peterson and key staff. Current organizational structures for the departments listed above were reviewed. Website information for each department listed above was reviewed. Other cities in Tennessee and out-of-state were consulted.

MTAS was asked whether the city can be a landlord pending the termination of leases on certain land it is considering buying in the vicinity of the glide path for the airport.

MTAS was asked what a 'full board' is within the meaning of the personnel regulation of the city that entitles an employee to appeal a personnel action to the 'full board.'

The City Manager of Shelbyville, Tennessee contacted Management Consultant Honna Rogers inquiring how to prepare for a rally being held in the city.

MTAS was asked to write an ordinance which would allow the town to recover security costs during parades and rallies.

A resolution expressing official intent that certain expenditures to be incurred in connection with certain public works projects and related expenditures be reimbursed from proceeds of notes, bonds, or other indebtedness to be issued by the City of Morristown, Tennessee.

The MTAS annual salary and fringe benefit survey for 2005/2006 shows salary increases for city employees rose significantly over 2004/2005 data.
