Cost: $185 (will be invoiced to the city) Register to attend Elected Officials Academy: Municipal Foundations. This program may be delivered virtually or in-person. This program familiarizes municipal elected officials with foundational aspects of municipal governance. Topics cover foundations and structure of municipal government, charters and codes, ethics, open meetings, public records, effective meetings, and municipal finance. Virtual program: The virtual program is divided into three sessions. Completion of all three sessions is required to receive a certificate of completion. Registration in this event automatically registers users into all three sessions. This event is delivered virtually on Zoom. The virtual program is offered annually each winter.  In-person program: The in-person program may be offered in one day and provides 7.5 hours of training credit. Participants must attend the entirety of the program to receive a certificate of completion. MTAS purchasing guide and sample purchasing procedures (2024 update)

Tennessee has many general laws that govern purchasing by municipalities including the 1983 Municipal Purchasing Law, the Competitive Sealed Proposals provisions under T.C.A. 12-3-1207, the Contracts for Professional Services provisions under T.C.A. 12-3-1209 and 12-4-107, the Interlocal Cooperation Act, the Iran Divestment Act, etc.

The MTAS Purchasing Guide provides a general overview and citations for those general laws, and the accompanying MTAS Sample Purchasing Procedures contain best practices for implementing the state and federal regulations.

Additionally, the MTAS Purchasing Policy Checkist is provided to ensure that the most important laws, processes and required authorizations are included in the purchasing policy.

Municipal court costs : What are they? What should they be? How do we determine them?

This article provides an overview of the types of courts in Tennessee, then discusses the various questions involving court costs that are not easily found in cases and statutes. Municipal court costs can vary greatly from city to city, and they can be adjusted over time as the needs of the city changes. Likewise, this article may be updated as courts and laws change over time.
