Successes and challenges in nonrevenue water management / George Kunkel.

Water loss control tools have become more precise and robust while their importance for measuring and controlling nonrevenue water has increased. Nonrevenue water (NRW), defined as water that's lost to leakage or not (fully) billed to customers, means water utilities waste precious water and energy resources as well as fail to capture a portion of the revenue to which they're entitled. Tolerating excessive leakage will become even less acceptable as climate change threatens water resources and hinders future development.
