The pedestrian problem in Maryland : how an effective enforcement program is saving lives / Thomas Morehouse

In 2018, in Maryland, 131 pedestrians lost their lives as a result of a motor vehicle crash. Of those fatalities, about 20 percent were in Baltimore County. A decision was made to change enforcement procedures to focus on drivers, rather than pedestrians. Baltimore County decided to use an enforcement program based on the "Pedestrian Safety Enforcement Operations How-To Guide" from the National Highway Traffic Safety Administration (NHTSA).
