Municipal parking : discovering a catalyst for redevelopment / Leonard T. Bier.

Parking is an essential element of urban redevelopment and, when properly located, can act as a catalyst for redevelopment. The highest and best use of land located within a city's Central Business District (CBD) or adjacent to a mass transportation facility is not a parking lot. Too often this is where government-owned real estate is located.  Consequently, municipal parking can present an opportunity for government to repurpose its parking lots and support revitalization by putting these real estate assets into play as redevelopment sites.
