Abstract: When essential services were on the chopping block, Concord devised a new way for residents to weigh in on tough choices. The City of Concord won the Award for Excellence in the Enhancing Public Trust, Ethics and Community Involvement category of the 2011 Helen Putnam Award for Excellence.
