From back cover - From the time Tennessee became the United States' sixteenth state in 1796, its economy grew quickly and helped fuel the state's prosperity. With prosperity came a need for greater accountability for how the young state was being managed. There was a clear need for a state office to ensure that state and local financial integrity was upheld, taxes were properly accounted for, and the proceeds were spent as authorized by the General Assembly.
