Governance education : helping city councils learn

Abstract: This article shows how city councils can learn to govern better. The author suggests an on-the-job learning framework that uses the political context to stimulate effective group action. Called governance education, this gramework gives coucil members a safe way to frame actual (not theoretical) policies after they resolve their most difficult situations.
