Abstract: The Annual Utility Rate Survey is a comparison of residential utility rates in the East Tennessee Development District. The survey is conducted each spring and distributed to the utilities and local officials serving the region. The survey only compares residential rates and does not attempt to survey commercial and industrial rates.
