The paperwork on these three positions cleared just before the holidays. We are doing an internal (UT) recruitment for the Training Program Administrator and a general recruitment for the Fire Management Consultant and the Information Resources Consultant positions. IPS Consultant II
(Fire Management Consultant)

The University of Tennessee Municipal Technical Advisory Service has an opening for a Fire Management Consultant in our Knoxville office. The Fire Management Consultant position includes consulting with and preparing answers and reports for city officials; research, travel, developing publications and updating MTAS web site fire related materials. Provides day-to-day technical assistance to elected officials and staff of each city.

Requires a bachelor’s degree in fire protection, public administration, criminal justice or a related field. A master’s degree in management or public administration is preferred. The person holding this position should have at least five years experience with local government fire departments, preferably as a fire chief or assistant fire chief. He/she should have ambulance or medical knowledge as well. Salary range $51,167 - $70,282/year. IPS Administrator III

(Training Program Administrator)

The University of Tennessee Municipal Technical Advisory Service has an opening for a Training Program Administrator based in our Knoxville office. The Training Program Administrator will provide Municipal Training including time designing, developing, and delivering training programs and courses for city officials. Conducts surveys, assesses training needs through contacts with appropriate customer base and in-house staff. Designs and develops training aids and materials. Coordinates facilities, materials and personnel for training programs. Assures that courses comply with International Association for Continuing Education and Training (IACET) standards whenever applicable. Evaluates the effectiveness of training programs. Develops concurrent programming opportunities. Manages, markets and promotes training sessions.

Requires a Masters Degree in Adult Education, Human Resource Development, Organizational Development or related field. Requires a minimum of three years in a local government environment. Requires considerable experience in developing curricula, evaluating training programs, performing logistical development, and delivering training programs. Requires five years experience in positions of increasing responsibility including supervision of others. Requires thorough knowledge of training methodology, techniques and principles; a thorough knowledge of Adult Learning techniques, knowledge of research methodology as applied to adult education and training; ability to write clearly and concisely; ability to use teaching aids and techniques; ability to coordinate multiple programs simultaneously; ability to speak effectively before groups; ability to work effectively with colleagues, city officials and university staff; and ability to obtain certifications through American Society of Training and Development. IPS Consultant III
(Information Resources Consultant)

The University of Tennessee Municipal Technical Advisory Service has an opening for an Information Resources Consultant in our Knoxville office. The Information Resources Consultant fosters opportunities for municipalities in areas of e-government. This includes advising municipalities on transaction analysis using the Internet including such activities as tax payments, utility payments, selling surplus property, job applications, and others. Develops applications to facilitate sharing of services and information between Tennessee municipalities and citizens or state government. Develops and conducts e-government workshops and training. Reviews existing municipal web sites to share knowledge of links, policies, and features between municipalities. Develops and maintains contacts with the Information Technology administrator in each city along with the Webmaster in each city.

Creates and maintains the database structure utilized on the MTAS web site in areas such as salary surveys, bid data, “my MTAS,” and others as defined by customer demands. Maintains MTAS portion of C2K data structure and provides technical support for users. Consults with MTAS field consultants to present current and relevant information for municipal officials on the MTAS web site.


Qualifications require an educational level equivalent to a B.S. degree in Business, Information Systems, Computer Science of a related field. Experience shall include three or more years programming experience in two or more areas of HTML, DHTML, XML, JavaScript, or Lotus Domino. Server application experience should include two or more – Windows 2000, SQL Server, IIS, ASP, or ASP.NET. Preference is given to experience with Windows 2003, Lotus Domino, or experience as an information technology manager in local government. Salary range $55,119 - $75,731/year.
