Customer Satisfaction Survey - You have had a chance to read the customer satisfaction survey. One concern I have is that the percentage of poor or fair response time grew from 6% to 7%. The fact that it grew by 1% is not significant; what is significant is that it is still 7%. One way to bring this negative down is for all of us to remember the long time policy that all calls are to be returned within 24 hours. Another way is to increase the number of cell phones we have available and we are working on that. Thanks.

Retirement - Ken Joines has officially announced his retirement effective October 3, 1997. We will begin the recruitment process for his replacement very soon. That is, if Ken can possibly be replaced. You’ll receive more information about Ken’s retirement party soon.

Public Chapter 98 - I read in the paper this morning that the parties involved in the hearing originally scheduled for this Thursday to determine the constitutionality of Public Chapter 98 have agreed to postpone the hearing until September 8. Further, they have agreed that a final order will be given on September 19. Meanwhile, we will continue our policy to defer any help to prospective cities until after this case has been settled. All we can tell them at this point is that we do not know when the incorporation rules will be settled (either by restoring the old rules or conforming that the new rules are legal). After the case is settled, we will go back to our policy outlined in the July 11 Staff Update.

TML Board Meeting - TML has a called board meeting scheduled for Thursday August 14. The board will discuss Public Chapter 98. I'll attend the board meeting and give you a report on actions taken.

Charging for Codes - We have a new policy in place (see the Staff Update for July 11) that charges cities for new codes and for code updates. We do not charge for new codes if the city was on the waiting list in April when we announced the policy. Since then, though, five cities have sent us Resolutions requesting new codes.

More Code News - Steve Lobertini with several helpers, right now Ted Karpynac and Jennifer Manley, is working on a contract with CTAS to complete the compilation of Private Acts for all counties in the state. Recently, they completed Shelby County (430 pages!!) and they are almost done with Knox County. We have 13 left after Knox County and we estimate the project will be completed in the next ten months.

Did you know? - 14.6% (or 297) of the 2,032 city elected officials in our database are women? TML has asked us to collect this data and to collect data on the race of elected officials. The TML board wants to be representative of the elected officials in the state.
