Good afternoon, fellow MTASers,

At its June 23 rd meeting, the UT Board of Trustees approved the University’s fiscal year 2017 budget. The budget includes salary adjustment plans which became effective July 1 st . I want you to know how those adjustments have been handled in MTAS. My objective in allocating the adjustments was to maximize them for eligible employees in a fair, reasonable and explainable way within the limits of the pool of money available.

Each IPS agency included a 3% salary adjustment pool in their FY2017 budgets. Part of that pool is being used to fund a 2% across-the-board adjustment (or $800, whichever is greater) for each employee based on salary in the recently completed fiscal year . The balance of the pool will be used for merit-based adjustments relative to calendar year 2015 APR scores . For IPS, these adjustments became effective July 1 st and will show up in July paychecks.

At our May leadership team meeting, the IPS executive directors chose to allocate the remaining pool (after the 2% ATB) as 40% to the top 25% employees and 60% to the middle 50% employees based on 2015 APR scores. In MTAS, the 2015 scores of those in the top 25% were 24, 22 and 21. The middle 50% had scores of 20 and 19. I allocated the merit-based adjustments on the percentage an employee’s APR points was of the total points achieved by all employees in the pool. For instance, if the total points for all the employees in the top 25% was 267 and I had 21, I would get the dollar equivalent of 21/267 = 7.87% of the pool.

As he did last year, Herb will send each of us a letter describing exactly how these adjustments affect us individually. He expects to get those letters in the mail this week. In the meantime, feel free to give me a call with questions you may have.

Your good work for town and city governments in Tennessee is recognized and appreciated. Thanks for all you do.
